SANTA MONICA : PARKING GARAGE, UNDER THE PEER, ON THE SAND, OR IN A SHELTER?

Santa Monica California, a city on it's own, has a reputation for being THE PEOPLE'S REPUBLIC OF SANTA MONICA, but is that true or did it stop being that years ago, say at the end of the 1960's? This is a link to what the city has to offer in services to the homeless.
