We're hearing that in some shelters homeless on homeless crime is not only tolerated it's supported by management that does not want the crime to be known to the local police or put them on the police blotter.
We are hearing that at some shelters women are being harassed, propositioned for prostitution, and even raped by the men staying there.

Yes I think that was going on when I stayed at Valley Shelter. Seemed like the security guards were not that concerned about what went on. They have this process for meeting when there's problems but my room mates would sit in the meetings and claim they had no complaints and smile, while there were serious problems in the room, which left me the one complaining. They didn't want to change rooms for you either. I never felt safe there and am just glad I'm out of the place.
