"Come along with me on a ride through Skid Row, to the area’s police station, the criminal courthouse, the jail and back again, which is the route on which the city’s merry-go-round has taken Ann Moody, a 59-year-old Black homeless woman, 108 times for sleeping on a Skid Row street in violation of the city of Los Angeles’ Municipal Code 4118D, which makes it illegal to sit, sleep or lie on a public sidewalk.
Moody, who came to Los Angeles from Clarksdale, Miss., has been arrested by the LAPD 108 times for sleeping in a tent on the corner of Sixth Street and Towne Avenue in the downtown Skid Row district. She has been sleeping there ever since she lost her job as a word processor for Security Pacific and became homeless in 2006 — the same year that then-Mayor Antonio Villaraigosa and then-Police Chief Bill Bratton launched their much-heralded Safer Cities Initiative, which they said would be implemented by “bringing 110 extra police officers to Skid Row to make it the most policed community in the world.”"
