AIRBNB LANDLORDS EVICTING RENTERS - STEVE HILL EXPOSES THE RENTER VICTIMS - LA CITY PROPOSES REGULATION
PROSPECT.ORG - EVICTIONS CONVERSIONS - DARK SIDE OF AIRBNB full article by Steve Hill
EXCERPT:
But in touristy cities with housing shortages and hot real-estate markets—New York, San Francisco, Los Angeles, and many more—Airbnb plays a less savory role. Not only does Airbnb facilitate illegal conversions of entire buildings from tenant apartments to de facto hotels, it has also become part of the landlord lobby that resists enforcement of local laws prohibiting such abuses. To be sure, places like San Francisco would suffer the effects of conversions even without Airbnb, but the evidence shows that Airbnb supercharges the process.
Take the case of Chris Butler, who was evicted from his rent-controlled apartment on the grounds that the owner’s husband needed to move in (a legally acceptable reason for evicting a tenant, called “owner-occupied move-in”). Yet the husband never moved in, and instead the owner listed that unit as well as another on Airbnb for $145 a night, considerably more than the $60 a night the tenant paid. So the tenant sued the landlord for unjust eviction. “They forced me out of a home I loved,” says Butler. “It was incredibly difficult to find a place, especially because I have a really old dog. I ended up paying over double what I was paying there.”
In another lawsuit, tenant Susan Whetzel claims that she was illegally evicted from her rent-controlled apartment, which was then rented out via Airbnb. The owner claimed that he was converting his three-unit building into condominiums, but the building was never converted. Whetzel claims she was harassed by the owners until she finally moved out, and then discovered her apartment listed on the Airbnb website for $250 a night, more than four times her rent. With an attorney’s help, she filed suit, asking for her apartment back, plus damages. Her lawsuit is still pending.

The law would allow short-term rentals in Los Angeles but impose several restrictions:
People would be able to rent out only their primary residence, defined as the place they live at least six months out of the year. Hosts could rent out only that home, or a room within it, for up to 90 days annually.
They would be barred from offering apartments that fall under rent stabilization or affordable-housing covenants, and would have to pay the same kind of lodging taxes as hotels, which would go into a city fund for affordable housing.

LA TIMES HOMELESS TO JAIL, FOSTER HOMES HOSPITALS? full article
The homeless services institutions cannot effectively combat much less eradicate homelessness" in the face of the enormous in-flow, said Phil Ansell, a top social services administrator heading the county's homeless initiative.
Thursday's meeting was one of 18 the county has called to develop a plan to fight homelessness, which increased 12% countywide over the last two years, encompassing 44,000 people living in rattletrap vans and unsightly encampments across the region.

THE GUARDIAN - HOMELESS PEOPLE LOS ANGELES RIVER -PHOTOCGRAPHS
Portraits by David McNew = showing homeless people doing laundry, bathing, or hanging out under bridges

LOS ANGELES (FINALLY) HAS A RENTERS UNION! PROTESTS - EVENTS - RENTERS PUSHED INTO THE STREETS OVER ELLIS EVICTIONS
LA CURBED - LOS ANGELES TENANTS UNION
EXCERPT: WHERE WILL YOU GO WHEN YOU CAN'T AFFORD YOUR NEIGHBORHOOD?
*************************************************************
***************************************************************
Los Angeles has the highest percentage of renters of any big US city, well over half of Angelenos rent, and still renters are pretty much second class citizens. Property owners have spent the years since the last recession raising rents in LA to outpace inflation, and to far outpac wages, to where a person earning LA's median income has to put nearly half of that money toward paying rent (forget ever saving enough to buy). And still landlords lobby city and state governments to pass on more and more costs—water, important earthquake retrofits—to their tenants, even though they'll reap all the financial benefits from making them.
Finally, having had enough, here comes the LA Tenants Union to represent renters and those pushed out of housing altogether, into the streets (those numbers are rising in LA too). It's open to all (they meet twice a month) and are member-led—attendees vote on which issues are priorities and how they'll deal with them. They formed this summer and in the week leading up to Halloween are holding their first major series of actions: Day of the Dead. Days of Rage.

LOS ANGELES HOMELESS CRISIS STATE OF EMERGENCY
FOX NEWS - STATE OF EMERGENCY LA HOMELESSNESS - FUNDING NOW?
EXCERPTS:
"If you walk five blocks south and one block over, you'll enter the largest concentration of homeless in the country — about 4,000 homeless living in Skid Row," said Councilman Jose Huizar, who co-chairs the City Council's homelessness & poverty committee.
"Unfortunately, that is just a small percentage of the city's homeless population," he continued. "Yes, 85 percent of the city's homeless population lives outside of Skid Row, throughout the city."
The emergency declaration and the funding will require action by the full City Council. Officials didn't say exactly where the money will come from, but Council President Herb Wesson promised it would be found "somehow, some way."
...
The first rollout of funds — projected for Jan. 1, 2016 — would go toward permanent housing and shelter, according to Wesson's office.
Garcetti had already announced plans Monday to release nearly $13 million in such newly anticipated excess tax revenue for short-term housing initiatives. The bulk of that money would be dedicated to housing homeless veterans.
Alice Callaghan, a longtime advocate for the homeless on Skid Row, said the proposed funding would not be nearly enough to stop the loss of affordable housing, especially in rapidly gentrifying areas of downtown and on the city's west side.

EXPOSE HOMELESSNESS - SO MANY SOCIAL SERVICES - SO MANY HOMELESS IN NEED! LOS ANGELES CALIFORNIA
HERE YOU ARE at EXPOSEHOMELESSNESS.BLOGSPOT.COM
And if you've been reading us a while then you know that there are all sorts of services POSSIBLE for the homeless here in Southern California, especially Los Angeles, the homeless capital of the United States. We say POSSIBLE rather than "available" because anyone who has ever been homeless here and reached out for help is going to know that...
There are waiting lists for shelters. People sleep on the streets, in tents under freeway underpasses, in sleeping bags in the bushes, in vehicles that were never meant for sleeping, in abandoned buildings, in with people who are abusive to them that they would rather not live with if they had a choice. They rent garages meant for cars with a hose for running water and an electric cord running from the house. Or in RV's that have no toilet and running water because they can't afford a camp ground. Senior citizens have taken to living in vans with lettering on the outside that makes the van appear to be only for business.
Shelters don't always move homeless people into housing, even some who brag that they are "model" programs and offer amazing stats (we know better and think "how did they come up with that number?
Many nonprofits that are in the HOMELESS BUSINESS have religious requirements, some are even cults. They require that you join their version of Christianity, or that you go out and try to convert people, who you are expected to go to services, even pray or be prayed over, which leaves out anyone who wants to keep their own religious beliefs private, is Jewish or Agnostic, or who doesn't think that their homelessness is a punishment from God. Some that take Government Funds and are supposed to be non-religious no profits still have Directors
For a long time now we've had this link posted on our sidebar: NON PROFIT IMPERATIVE
This is a kick ass site that reveals all the FRAUD that has gone on with nonprofits. Here's a post for you:

Government Misuse of Charities, Again, In Question
by Gary Snyder
An interesting article in Nonprofit Quarterly on the misuse of charities:
The trend to create nonprofit organizations to do work that had once been the responsibility of a government agency continues despite questions about effectiveness, transparency, and accountability.
Despite all of the questions and allegations of misuse of funds, lack of transparency, and overstated success rates, the trend to create these nonprofits continues. Illinois is one example, and Saratoga in New York is another, hiring someone from Indiana to help with a nonprofit agency there. As NPQ suggested in an earlier article, this is definitely a trend to monitor.

We believe that one effect of having Republican presidents is that government has expected volunteerism and the churches to be social welfare organizations. It's a way that Republicans can steer more people into Christianity.

AS LOS ANGELES HOMELESS COUNT SOARS GARCETTI SAYS LET THE CAMPS ALONE!
LA TIMES - GARCETTI ON HOMELESS CAMPS
EXCERPT: The city of Los Angeles has 26,000 homeless residents, an increase of 12% over two years. Los Angeles County has the most homeless veterans in the country, and two-thirds of them, or 2,733, live in the city. The city’s homeless veteran population rose 6% in the last two years. ...
GARCETTI SAID:
“I strongly support the enactment of laws that enable the city to ensure that public areas are clean and safe,” he said in a statement released by a spokesman. But Garcetti said he decided the ordinances do “not adequately achieve the proper balance” between keeping the streets clean and protecting the rights of people “who have no other choice but to live on them.”
Proposed amendments would, among other changes, drop the misdemeanor penalty, eliminate medications and documents from the list of items that could be impounded and spell out when property is considered unattended.

ZEV YAROSLAVSKY OUTLINES THE ALTERNATIVE SENTENCING PROGRAM THAT DIVERTS MENTALLY ILL HOMELESS FROM JAIL
VCSTAR - LOS ANGELES TO DIVERT MENTALLY ILL HOMELESS FROM JAIL full article
"That cycle so familiar to many Californians with mental illnesses may soon be interrupted thanks to the new Third District Diversion and Alternative Sentencing Program in Los Angeles County.
Designed for adults who are chronically homeless, seriously mentally ill, and who commit specific misdemeanor and low-level felony crimes, the demonstration project could help reduce recidivism by as much as two-thirds, Third District Supervisor Zev Yaroslavsky said..."Clearly, treating mental illness in jail does not produce the best results," Yaroslavsky said. "At present we put offenders into the mental health unit of the jail -- it's the largest mental health facility in the state. We provide mental health treatment and custodial care for approximately 3,500 people each day."
"The program will divert adults from the traditional fines, probation and incarceration typically imposed, and instead place them on a path to secure permanent, supportive housing and treatment, the MOU says.
Up to 50 adults -- including as many as 20 U.S. military veterans -- who elect to participate in the program will be released to San Fernando Valley Community Mental Health Center. The diversion program provides bridge and permanent supportive housing, health and mental health care, group and individual treatment and support, and employment and vocational services, said Yaroslavsky.
Misdemeanor offenders will receive a post-filing of criminal charges option and the pre-plea diversion program. Once they've completed the 90-day program, they can continue to earn permanent, supportive housing, as well as have charges against them dismissed. For felons who successfully complete the program, the court will consider whether to terminate probation early and or dismiss the case. The program for felons runs at least 18 months, and begins with a court order of 36 months of formal probation..."

99% OF THOSE WHO SELF REPRESENT IN EVICTION PROCESS LOSE THEIR HOMES - EVICTION DEFENSE NETWORK
EVICTION DEFENSE NETWORK - LOS ANGELES FREE AND LOW COST LEGAL HELP FOR TENANTS AND HOME OWNERS FACING EVICTION.
OUR OPINION FIRST!
THE NUMBER ONE HOMELESS PREVENTION TECHNIQUE IS AFFORDABLE HOUSING!
Greedy apartment building owners, slum lords, land owners and developers and the politicians who aid them have worked together to turn Los Angeles into a place where the majority are just holding on, living paycheck to paycheck, in need of public funds to supplement earnings to feed themselves and their children. Several years ago in one San Fernando Valley neighborhood several hundred long term tenants (that means they paid their rent on time) were legally evicted because small buildings were being turned into condos. In some places teachers arrived to teach and found their classrooms near empty because so many children had moved and those children were no longer enrolled in school anywhere because their transcripts were not going with them.
Those who are evicted from rent controlled apartments may never regain while cities like Burbank have no rent control at all. We know someone whose rent just doubled and the landlord is still not fixing the air conditioner.
These days you can't even afford to move to live closer to a new job and so you can't give up your car very easily. MTA just doesn't go there from here all the time, not reliably. And we as a nation just keep on helping illegals and never mind our NATION OF HOMELESS RIGHT HERE.
That's our opinion. But then one of us remembers going to BET ZEDEK to beg for help to prevent an eviction and being told that if we didn't have all owed money including fines in hand at appearance we had no chance. So we didn't go and became homeless.
If you face HOMELESSNESS because you are about ready to loose your apartment or house, and you are low income this may be the place to call. WE STRONGLY SUGGEST THAT YOU ATTEND INFORMATION CLINICS AS SOON AS YOU THINK THERE IS ANY POSSIBILITY YOU MAY NOT HAVE YOUR RENT. DO AS MUCH AS YOU CAN BEFORE YOU'RE FACING BOXING UP.

CITY OF LA BACKS DOWN - HOMELESS POSSESSIONS MAY NOT BE CONFISCATED! GET WITH IT SANTA ANA!
LOS ANGELES DROPS APPEAL IN HOMELESS PROPERTY SUIT
Eight Skid Row residents filed suit in 2011, accusing city workers, accompanied by police, of confiscating and dumping their personal possessions including medication, identification, cellphones and toiletries.
City officials said allowing homeless people to leave belongings on sidewalks creates a health hazard and violates municipal ordinances.
In a 2-1 decision, the 9th U.S. Circuit Court of Appeals ruled the confiscations violated homeless people's Fourth Amendment protection against unreasonable seizures. The belongings could be taken only if they posed an immediate public health threat or were evidence of a crime, the ruling said.
NOW WE HOPE THAT SOME SHELTERS WHERE MANAGEMENT THROWS PEOPLE'S POSSESSIONS IN DUMPSTERS GET THE HINT!
Orange County Register = HOMELESS AT SANTA ANA - POLICE CONFISCATING BELONGINGS
Homeless people around the Civic Center say police have stepped up enforcement in recent months and have been confiscating their personal belongings.
They have organized into a group and meet on Fridays to discuss issues and needs of the homeless, said the group’s spokesman, Tim Houchen.
A handful of homeless people who congregate at the Civic Center asked the City Council on Tuesday night to implement a moratorium on camping citations and asked that the Police Department stop confiscating their personal items. One man said police have been conducting “midnight raids” where the homeless congregate.

ONCE HOMELESS WILLIAM NOWELL CAME INTO MONEY RENTED AN APARTMENT AND GOT EVICTED ANYWAY
LA WEEKLY ARTICLE - THE MAN WHO SMELLED TOO MUCH link to the full article.
ILLUSTRATION BY JONATHAN BARTLETT as it appears in the LA Weekly November 8 2012 edition. Link to the full article and pictures of Mr. Nowells many bags that he brought to the apartment and had not yet unpacked when the trouble with management and fellow tennants started.
We were reading this article with interest. We think the neighbors are a shitty people and so is the management of this building. They stink as humans. Nowell may have smelled bad, but so did most people until the era of indoor plumbing and hot water heaters. We think that if they knew he smelled bad when they rented to him - and he paid a huge deposite and months in advance - then all these other tactics they did were over the top, and especially having cops show up.
some excerpts:
"William Nowell lived at 650 Spring St. for eight months, but he never got a chance to feel at home. He never unpacked the 100 percent Egyptian cotton sheets, the printer, the kitchenware, the camera or the blender."
"Unfortunately for Nowell, smell is not one of the seven categories protected by the Fair Housing Act, which prohibits discrimination based on race, color, religion, national origin, sex, familial status or disability. Nowell does not fall into any of them. He is, however, in poor health. The medical condition he declines to name prevents him from bathing regularly, he says. Nowell claims that past surgery has made full immersion in water difficult. Instead, he prefers to give himself sponge baths while sitting at the edge of the tub. Nowell has, though, never claimed disability in any official capacity."

IS THAT SECTION 8 VOUCHER YOURS OR NOT? PALO VERDE APARTMENTS SCANDAL HEATING UP - RESIDENTS JERKED AROUND - LINK TO HOWARD BERMAN'S OFFICE HERE!
OUTRAGEOUS! BUT THEN WHAT CAN WE EXPECT DEALING WITH MEGALOMANIACS WHO ARE GOING TO REINVENT THE LAW AS THEY GO?
We've learned that some residents of the Palo Verde Apartments in Sun Valley, commonly refered to as "Glen Oaks," where a number of residents of Los Angeles Family Housing shelter and other programs were placed thanks to CITY OF LOS ANGELES SECTION 8 VOUCHERS or various mental health programs including COUNTY OF LOS ANGELES were told to give back their vouchers or they have 30 days to go find somewhere else to live. Let's say it again: These people are NO LONGER HOMELESS having made it into the building using section 8 vouchers but according to management, IF THEY GIVE UP THEIR VOUCHERS UNDER THREAT OF 30 DAYS NOTICE they get to stay. Then they get to pay rent directly. IF THEY DON'T GIVE UP THEIR VOUCHERS they will be EVICTED, repeating the cycle of homelessness.
So apparently a non profit that exists to "end the cycle of homelessness" and which receives donations from numerous donors, and accepts funds from various governmental sources is not fulfilling their mission statement. Instead they are brain fucking.
(Are they hoping to get the stat of having placed TWO homeless people into housing with ONE VOUCHER?)
We want to remind everyone involved that homeless people and once homeless people do have CIVIL RIGHTS and we strongly urge you to contact the MAYOR, who makes many photo-op stops at the shelter, HOWARD BERMAN (we've linked to his information and a map showing these issues are occuring in his district), HUD, FAIR EMPLOYMENT and HOUSING of the SAN FERNANDO VALLEY, as well as lawyers. In fact calling City of LA Section 8 is probably a first step, but with so little time and these frightening intimidating TACTICS, calling all of them is the next thing to do.
(Go to the bottom of this blog for the link beneath our YouTube station that will give you the names and addresses of all your politicians!)
We've learned from multiple sources that PANIC and BITTERNESS SET IN RIGHT AWAY. SECTION 8 VOUCHER HOLDERS HAVE ALREADY GONE THROUGH THE PAPERWORK AND APPROVAL PROCESS with the CITY OF LOS ANGELES or the COUNTY OF LOS ANGELES. THESE PEOPLE MOVED IN ALREADY. THEY ARE IN THE APARTMENTS USING THE FURNITURE, BEDDING, TOWELS, AND BODY LOTION DONATED BY IKEA! THEY ARE PAYING THEIR RENT PORTION. THEY WERE TOLD THEY HAD TO STAY A YEAR TO MEET THE REQUIREMENTS OF SECTION 8 PROGRAMS.
WHO IS PLAYING GOD - GIVING AND TAKING AWAY THIS TIME? (We've heard some names. Should we break the news or let the press? Or will LAFH continue to depend on the yellow journalism of those Reporters who went on a little tour and were told humanitarian tales , those reporters that never report anything but the do good feel good side of the rotten story?)
WHO IS SCREWING WITH THE MINDS AND THE HEALTH AND WELFARE OF PEOPLE WHO HAVE ALREADY BEEN THROUGH ENOUGH EMPTY PROMISES?
Who is only interested in mortgages for buildings that were not constructed on solid business principles? Who only cares about statistics rather than human beings that non profits claim to serve. Who only cares how they look to donators and HUD? Is it true they just want to be in good with HUD to break ground for yet another building? Who actually expects people to give their vouchers back in order to pay the building rent directly? Who will these turned in vouchers be given to next?

Some of these previously homeless residents lived in shelter hell conditions with promises being made to them that if they were good campers they would reach the goal of housing. Some of these people waited for much longer than a year till the Section 8 program was unfrozen. Some were jerked around about receiving RAPID REHOUSING funds for security deposits. Then Rapid Rehousing funds were given out indiscriminately to management favorites - thousands to certain individuals - no money to others. These previously homeless residents were told that their deposit money would go with them when they move, that if they put a year in at "Glen Oaks," they could then go ahead and move into a Section 8 apartment elsewhere.

CAROL SOBEL FILES ANOTHER LAWSUIT AGAINST THE CITY OF LA FOR SEIZURE OF HOMELESS POSSESSIONS
Linking to the breaking news: Carol Sobel, Civil Rights Attorney, is filing another lawsuit against the City of Los Angeles, for taking the property of homeless individuals.
"The city of Los Angeles faces a fifth lawsuit over the seizure of homeless people's belongings in street cleaning sweeps after recent crackdowns in the beachfront community of Venice.A legal claim against the city was filed Thursday by Santa Monica civil rights attorney Carol Sobel, who has successfully sued the city in the last three cases over the same issue in Skid Row, the most densely populated homeless area in Los Angeles."It's just extremely disappointing that this city won't take a different approach to poor people who don't have a place to live," she said... In many cases, mentally ill people lost their worldly goods, including prescription medications and legal documents, when they left their bundles unattended while they went to shower or eat at a nearby shelter."
We're all for it. If you haven't carried everything you own on your back so that you can sleep at night or wash...if you haven't had everything you own thrown out the door of a police car, bulldozed over in a wash, or thrown into a dumpster by your case manager at a shelter (YES! THEY DO THIS AT SOME SHELTERS TO TERRORIZE AND CONTROL RESIDENTS!) then you may not have much sympathy.
We say GO SOBEL GO!
